On December 24, 2013, the Food and Drug Administration (FDA) published the rule called “Focused Mitigation Strategies to Protect Food Against Intentional Adulteration,” which will require domestic and foreign food registered facilities to assess their operations to address hazards that may be intentionally introduced by acts of terrorism. This means that these food facilities would be required to have a written food defense plan.

This new proposed rule has raised questions and interest on how to assess vulnerable processes in different operations; however, since this topic has been  discussed and incorporated in many business operations, there are already tools and resources that FDA and other entities have put together to facilitate the development and implementation of a food defense plan.

Speaker:

Dr. Bennie Osburn served as Associate Dean of Research & Graduate Education from 1975 to 1996 and as Dean of the School of Veterinary Medicine, University of California, Davis from 1997 to 2011. Dr. Osburn earned his BS and DVM degrees at Kansas State University and his Ph.D. in Comparative Pathology from the University of California, Davis. He has published more than 280 peer-reviewed publications. Dr. Osburn is currently the Director of Outreach and Training at the Western Institute for Food Safety and Security at U.C. Davis. His current efforts are focused on training of personnel for the all-hazards impact on the food supply, and on the adaptation of improved training of future regulatory personnel for investigation and inspection of foodborne diseases of major importance to animal and human health.
