According to the California Air Resources Board (ARB) Compliance Schedule, owners of Transport Refrigeration Units (TRUs) should have already begun planning to ensure model year 2007 TRUs are compliant with the TRU ATCM (Airborne Toxic Control Measure) regulation by December 31, 2014.
All model year 2006 and older engines (or units manufactured in 2006 or earlier) should already be in compliance.
Owners must make a good-faith effort to comply by the end of 2014. If in-use compliance cannot be achieved by December 31, 2014, due to delays in delivery or installation, owners may apply for a compliance extension. The compliance extension application, with attached supporting documentation, must be received at ARB by December 31, 2014.
To qualify for an extension, all of the following three conditions must be met:
1. The TRUs must be registered in ARB’s Equipment Registration (ARBER) system
2. Purchase orders must be placed before the purchase order deadline
3. An extension application must be submitted before December 31, 2014
The regulation has the following purchase order deadlines:
August 31st: For reefer trailers, TRU or TRU generator set replacements, and new replacement engines (four months ahead of the compliance deadline); and
October 31st: For verified diesel particulate filter retrofits (two months ahead of the compliance deadline).
