The Department of Resources Recycling and Recovery (CalRecycle) has published new web resources to assist entities in implementing the Plastic Pollution Prevention and Packaging Producer Responsibility Act (SB 54, Allen, Chapter 75, Statutes of 2022).
This site provides step-by-step guidance and application pathways for local jurisdictions and recycling service providers seeking extensions or exemptions from collection requirements under Public Resources Code section 42060.5. It consolidates process information and portals for electronic submission and will include future guidance, including FAQs.
Local Jurisdictions are also encouraged to provide a contact for an authorized local jurisdiction representative using the Packaging EPR Contact Request form.
This database lists components of small (de minimis) size or weight that are excluded from the definition of “covered material” for SB 54 compliance. CalRecycle’s exclusions list posted on this page helps interested parties understand which specific components do not have reporting or fee obligations.
