CalRecycle is accepting public comments on Circular Action Alliance’s (CAA) Producer Responsibility Plan for implementation of California’s SB 54, the Plastic Pollution Prevention and Packaging Producer Responsibility Act.

The agency has 75 days to review the plan for compliance with SB 54 and will determine whether to approve, disapprove or conditionally approve the plan.

As part of the review process, CalRecycle is providing interested parties an opportunity to submit feedback on the plan. Western Growers members who may be impacted by SB 54 are encouraged to review the plan and consider submitting comments.

Comments are due Friday, Nov. 13, 2026. Comments should be emailed to [email protected] with the subject line “PRO Plan Comments.”
