WG Testifies Against Pesticide Use Near Schools Proposed Regulation

March 2nd, 2017

Yesterday, Western Growers testified against the Department of Pesticide Regulation’s (DPR) proposed regulation on agricultural pesticide use near schools during the Senate Environmental Quality Committee’s Oversight Hearing.

The proposed regulation, which is slated to take effect in September 2017, prohibits certain pesticide applications within ¼ mile of a school and requires notification of other pesticide applications within ¼ mile of a school.

Matthew Allen, director of California government affairs, testified on behalf of Western Growers. “Farmers prioritize maintaining a safe and healthy environment for their workers and for the surrounding farm communities, which includes local schools,” said Allen during the hearing. “To that end, farmers are diligent that pesticides are applied according to the law because they live and work within these same communities.”

 Allen emphasized that this newly-proposed regulation is not based on sound science and may cause unforeseen consequences for both growers and schools. We will continue to voice our concerns to DPR.

WG Hosts “Deep Dive” Forum to Advance Water Management Technology

March 7th, 2017

Western Growers will host a “deep dive” forum to advance innovation and adoption of irrigation technology on Monday, March 27, 2017, at the Convention Center in Fresno, Calif. Join the timely discussion as we explore opportunities to drive innovation and collaboration in water management technology. We will look at balancing the promise of new ag technologies with the realities of farming to create value for growers.

Not only will we take a deeper look into the water management challenges, but also the obstacles that water technologists are overcoming to create real solutions that work for Central Valley ag. Conversations will be led by a host of pioneers in the ag, agtech and water space—including numerous Western Growers members and WG Center for Innovation & Technology start-up companies. We are pleased to announce A.G. Kawamura as our lunch keynote speaker. Join us as he discusses “Setting the Table,” sponsored by AT&T.

The event is designed to encourage an interactive discussion between a panel of growers and agtech professionals, as well as the audience, to help advance innovation and adoption of irrigation technology. Window to Seek Bond Funds for Water Storage Projects Opens Next Week

March 9th, 2017

Yesterday, the California Water Commission announced that the application period for water storage projects will be open from March 14, 2017, to August 14, 2017. Proponents of new water storage projects in California are encouraged to submit applications as soon as possible. Through this program, the Commission will fund the public benefits of water storage projects that improve the operation of the state water system, are cost effective, and provide a net improvement in ecosystem and water quality conditions.

Funding is made possible by Proposition 1 (the Water Quality, Supply, and Infrastructure Improvement Act)—a $7.5 billion water bond for investments in the state’s water management systems that includes $2.7 billion for public benefits related to new water storage projects. Those public benefits include ecosystem improvements, water quality improvements, flood control, emergency response and recreation.

Citrus Tarping Regulation Put on Hold

March 9th, 2017

A new tarping regulation for citrus loads has been put on hold by the California Department of Food and Agriculture. The regulation, which was supposed to go into effect March 1, requires all citrus loads traveling throughout the state to be fully tarped.

It is important for growers to still plan on complying with this regulation, as it will eventually be enforced.

EWG’s “Dirty Dozen” List Targets Strawberries, Spinach

March 9th, 2017

The Environmental Working Group (EWG) released their 2017 “Dirty Dozen” list yesterday, citing strawberries and spinach as having the most pesticide residues. The EWG, once again, misleads consumers about pesticide residues and produce.

EWG’s list has been repeatedly discredited by scientists and now peer reviewed studies show that EWG’s message potentially discourages consumption of healthy and safe organic and conventional fruits and vegetables. Despite the fact that studies are revealing a negative impact on consumers and consumption rates for fruit and vegetable remain low, the EWG continues to release its “dirty dozen” list.

“In light of new science and information about how safety fears are impacting low income consumers, it is concerning that EWG still releases a ‘dirty dozen’ list in 2017. If EWG truly cares about public health, it will stop referring to popular produce items that kids love as ‘dirty’ and move toward positive, science based information that reassures consumers and promotes consumption,” said Teresa Thorne, Executive Director of the Alliance for Food and Farming (AFF), in a press release.

As part of an ongoing commitment to disseminate correct facts about fresh produce safety, the AFF encourages consumers to visit safefruitsandveggies.com to obtain science-based information about the safety of organic and conventional produce. Additionally, the AFF previously developed a Pesticide Residue Calculator to provide accurate information about the amount of produce a consumer would need to eat before residue could be a potential issue.

WG AgTech Incubator Reaches 31 Resident Startups

The Western Growers Center for Innovation & Technology officially houses 31 start-up companies who are working on innovative technologies to help agriculture solve the industry’s most pressing challenges. The Center first opened its doors in December 2015 and, in just one year, has transformed into a hub of collaboration and innovation.

During the Tech Talk, PNT President & CEO Dennis Amoroso will discuss their bio-conversion process where Rock Powder—a blend of the raw materials left from the mining eras—is combined with natural elements, such as bio-mass, manure, wood ash and various types of bacteria, to create a soil bio-mineralizing and regenerative fertilizer. The microbes from this fertilizer inhabit the soil, reach directly into the root system and provide better nutrition than synthetic fertilizers.

DPR Proposed Rules for Pesticide Use Near Schools Public Comment Ends April 4

March 21st, 2017

Last week, the California Department of Pesticide Regulation (DPR) released a revised proposal for regulating the use of agricultural pesticides near public schools and daycare centers. DPR will be accepting public comments on the revisions until April 4, 2017.

The proposed regulation will affect about 3,500 public K-12 schools and licensed child day care facilities and involve approximately 2,500 growers in California. While many counties in California currently have varying requirements for notification of certain pesticide applications near schools, the proposed regulation would be the first statewide standard.

The regulation is anticipated to become effective January 1, 2018. A summary of the highlights of the revised school regulation is available here. All California growers and interested parties are encouraged to submit written comments on how the proposed revisions to the regulation will affect their operations. DPR will accept comments between March 20, 2017 and 5:00 p.m. on April 4, 2017 to [email protected].

DPR Grants Use of Sequoia to Control Aphids on Leafy, Brassica Crops

March 28th, 2017

On Friday March 24, 2017, the California Department of Pesticide Regulation (DPR) registered the use of Sequoia™ insecticide as a Section 24(c) Special Local Need to control foxglove and lettuce aphids in leafy vegetables and Brassica vegetables. 

Sequoia is a member of a new class of chemistry, the sulfoximines, with excellent efficacy on sucking insects such as aphids, lygus, and certain scale insects. Additionally, there is no cross resistance to other chemistries such as organophosphates, pyrethroids, or neonicotinoids.

Western Growers worked with DPR and the registrant, Dow AgroSciences, to help obtain this Special Local Need registration in time for the 2017 use season in leafy and Brassica crops. While the full Section 3 label is still not registered in California, Western Growers is continuing to engage with DPR to help ensure this new technology is available for as wide an array of crops and at the same use rates in California as it is in other states.

Western Growers Applauds Senate Ag Committee Vote for Perdue

Today, the Senate Agriculture Committee approved the nomination of Sonny Perdue, the former Georgia governor, to become U.S. Secretary of Agriculture. Perdue’s nomination now heads to the full Senate for a final confirmation vote.

“On behalf of the 2,500 Western Growers members who collectively grow more than half of the nation’s fruits, vegetables and tree nuts, I applaud the bipartisan decision of the Senate Agriculture Committee to advance Secretary-designate Sonny Perdue’s nomination as U.S. Secretary of Agriculture to the Senate floor,” said Western Growers President & CEO Tom Nassif in a statement released today.

“We are confident he will act as a tireless advocate for the U.S. Department of Agriculture and the industry it serves, working to preserve and enhance support for department priorities vital to the sustainability of farmers across the country.”

EPA Denies Petition to Ban the Pesticide Chlorpyrifos

On March 29, 2017, the U.S. Environmental Protection Agency (EPA) denied a petition that sought to ban chlorpyrifos, a pesticide crucial to U.S. agriculture. Instead, EPA will focus its attention on updating and revising its human health assessment for chlorpyrifos under the standard procedures of the ongoing registration review process. The assessment is scheduled for completion on October 1, 2022, in order to support future decision-making. 

“We need to provide regulatory certainty to the thousands of American farms that rely on chlorpyrifos, while still protecting human health and the environment,” said EPA Administrator Scott Pruitt in an EPA press release announcing the decision. “By reversing the previous Administration’s steps to ban one of the most widely used pesticides in the world, we are returning to using sound science in decision-making – rather than predetermined results.”

The petition, which was filed in September 2007 by the Pesticide Action Network North America and the Natural Resources Defense Council, called for the EPA to revoke all tolerances for the pesticide chlorpyrifos and cancel all chlorpyrifos registrations. Losing this pesticide would have had a detrimental impact on grower operations.

Since 1965, chlorpyrifos has played a key role in pest management efforts. It is a critical tool for growers of over 50 different types of crops in the United States and is one of the most widely used active ingredients in insecticides in the world. EPA’s decision is good news for agriculture because it was based on applicable regulatory procedures and sound science—something that Western Growers continually advocates for.
