FDA Publishes Report on 2019 Outbreaks Associated with Leafy Greens

Today, FDA released the findings of its investigation into the contamination of romaine lettuce implicated in three outbreaks of E. coli O157:H7 during the fall of 2019. These outbreaks, which were traced back to the Salinas Valley growing region in California, began in September and ended in December 2019, collectively resulting in 188 illnesses.

These findings underscore the importance of data-based preventive measures to address risk and aligns with Western Growers’ efforts that support data-based solutions. Western Growers remains committed to working with FDA, the leafy greens industry and other stakeholders to address the recommendations included in this investigation report.

The investigation resulted in several key findings:

  • Each of these three outbreaks, identified in the report as Outbreaks A, B and C, was caused by distinctly different strains of E. coli O157:H7 as determined by whole genome sequencing (WGS) analysis.
  • FDA considers adjacent or nearby land use for cattle grazing as the most likely contributing factor associated with these three outbreaks.
  • Traceback investigations identified a common grower with multiple ranches/fields which supplied romaine lettuce during the timeframe of interest to multiple business entities associated with all three outbreaks.  
  • The same strain of E. coli O157:H7 that caused Outbreak A was found in two different brands of fresh-cut salads containing romaine lettuce in 2019.
  • This same outbreak strain of E. coli O157:H7 in Outbreak A was detected in a fecal–soil composite sample taken from a cattle grate on public land less than two miles upslope from a produce farm with multiple fields tied to the outbreaks by the traceback investigations.
  • Other strains of Shiga toxin-producing E. coli (STEC), while not linked to any of the outbreaks, were found in closer proximity to where romaine lettuce crops were grown, including two samples from a border area of a farm immediately next to cattle grazing land in the hills above leafy greens fields and two samples from on-farm water drainage basins.

While FDA could not confirm a definitive source or route(s) of contamination of the romaine fields, the agency considers indirect transmission of fecal material from adjacent and nearby lands from water run-off, wind, animals or vehicles to the romaine fields, or to the agricultural water sources used to grow the romaine, as possible routes of contamination.

According to FDA, these findings, together with the findings from earlier leafy greens outbreaks, suggest that a potential contributing factor has been the proximity of cattle – a persistent source of E. coli O157:H7 and other STEC – to the produce fields identified in traceback investigations. The agency stressed that these key findings reinforce concerns about the possible impacts of nearby and adjacent land use on the safety of leafy green crops.

FDA is in the process of conducting in-depth, follow-up investigations this growing season. In addition, last March, the agency released a 2020 Leafy Greens STEC Action Plan, which outlines a three-pronged approach for tackling this problem. It describes FDA’s plans for working with industry, federal partners, state and local regulators, academia and others to address the safety of leafy greens by advancing work in three areas: prevention, response, and addressing knowledge gaps.

CDC Continues Providing Industry Related COVID-19 Updates – Next Private Sector Call on May 18

On Monday, May 18, 2020, the Centers for Disease Control and Prevention (CDC) will host the next call in a series of weekly private sector calls for updates on the COVID-19 response. As previously stated in Spotlight, the CDC is now conducting private sector calls detailing what the CDC knows and what it is doing in response to the coronavirus outbreak. The CDC plans to host calls every Monday for the foreseeable future.

Dr. Baldwin and Dr. Murphy will share information about the considerations for public pools, hot tubs, and water playgrounds. There will also be a time for questions and answers.

Calif. Provides Masks for Agricultural Employees

May 15th, 2020

Cal-OES State Operations Center made a number of surgical masks and cloth masks available for farmworkers and other agricultural employees, with the cloth masks intended specifically for migrant housing facilities. These have shipped to County Ag Commissioners’ (CAC) offices and will be made available according to local needs. This is a one-time emergency shipment to fill the gap while the supply chain catches up with high-volume demand.

There continues to be a significant shortage of N95 masks for health care workers, first responders, and the various agricultural and industrial activities that require N95 masks.

CDFA Announces Public Workshop to Develop Soil Organic Carbon Map

The California Department of Food and Agriculture (CDFA) is hosting a stakeholder workshop on the development of a soil organic carbon map for California. They are looking for stakeholders to provide early feedback as the map develops. This map will serve as an indicator of soil health as California takes steps to sequester carbon in agriculture soils to reduce greenhouse gas emissions.

Joint California Ag Statement on Workers’ Compensation Executive Order

IRVINE, Calif., (May 7, 2020) — In response to Calif. Governor Gavin Newsom’s Executive Order that extends temporary workers’ compensation benefits for COVID-19, a coalition of California agricultural organizations issued the following statement:

“As a critical infrastructure industry, agricultural businesses have been asked to continue providing our communities with safe and nutritious food during the COVID-19 crisis, and their employees – deemed essential by every level of government – have been asked to continue their critically important work. Agricultural employers have responded by enacting extraordinary measures to protect their employees and the public, all while struggling with major supply chain disruptions.

“This executive order will add more financial weight at a very difficult time. Instead, if the goal is to restart California’s economy, then the added economic burden of medical claims related to COVID-19 should be borne by the government, not the essential industries providing a public good during a global pandemic.

“Amid tremendous uncertainty, the agricultural community is working to protect the health and safety of our essential workforce while we continue a vital mission to grow, harvest, pack, process and ship hundreds of nutritious California commodities for families in our state and across the country.”

CDC to Continue Providing Industry Related COVID-19 Updates –Next Private Sector Call on May 11

On Monday, May 11, 2020, the Centers for Disease Control and Prevention (CDC) will host the next call in a series of weekly private sector calls for updates on the COVID-19 response. As previously stated in Spotlight, the CDC is now conducting private sector calls detailing what the CDC knows and what it is doing in response to the coronavirus outbreak. The CDC plans to host calls every Monday for the foreseeable future.

Dr. Jay C Butler will provide an update on what CDC knows at this point and what CDC is doing in response to this outbreak. LGMA-Approved Guidelines Discussion Webinar This Thursday

Each submitter of these proposed changes will have a chance to explain each proposal. Webinar participants will have a chance to comment and provide feedback on these proposals.

Calif. Rep. Cox, House Colleagues Press Leadership on Western Water Projects

May 12th, 2020

Last Friday, May 8th, Calif. Rep. T.J. Cox (CA-21) headlined a letter to House leadership calling for any COVID-19 infrastructure stimulus package to include the Bureau of Reclamation infrastructure. 

Bureau of Reclamation facilities supply drinking water for 31 million people and irrigation water for over 10 million acres of farmland.

The letter states: “Farms and farmworkers are continuing to work through the COVID-19 pandemic, providing one of our most important resources: food. It is essential that financial resources for the infrastructure so critical to water supply and feeding our nation are included in any COVID-19 infrastructure funding package.”

In a press statement, Rep. Cox notes, “Upgrading water infrastructure in the Central Valley is overdue and the economic recovery is an opportunity to address these critical needs.”

Additional signatories included Reps. Nanette Barragán (CA-44), Ami Bera (CA-7), Julia Brownley (CA-26), Jim Costa (CA-16), John Garamendi (CA-3), Deb Haaland (NM-1), and Josh Harder (CA-10).

CDFA Updates PPE Supplier List; OES Distributes Masks for Ag

CDFA has released an updated PPE Supplier/Vendor list which now includes Staples.

CDFA notes that as the economy opens up, there will be even more competition for PPE. While CDFA will continue its efforts to update this list and distribute promptly as new suppliers and vendors are available, purchasing and acquisition of PPE remain the primary responsibility of the employer.

This week the Cal-OES State Operations Center made available 2 million surgical masks and 10,000 cloth masks for farmworkers and other agricultural employees, with the cloth masks intended specifically for migrant housing facilities. These are being shipped to County Ag Commissioners’ (CAC) offices and will be made available according to local needs. This is a one-time emergency shipment to fill the gap while the supply chain catches up with high-volume demand.

There continues to be a significant shortage of N95 masks for health care workers, first responders, and the various agricultural and industrial activities that require N95 masks.
