National Coalition Pushes for Investment in Aging Water Infrastructure

IRVINE, Calif. (January 12, 2021) – A national coalition of over 200 agricultural organizations and urban and rural water districts urged President-elect Joe Biden and congressional leadership today to address aging Western water infrastructure in any potential infrastructure or economic recovery package.

 

The coalition includes organizations from 15 states that collectively represent $120 billion in agricultural production, nearly one-third of all agricultural production in the country, and tens of millions of urban and rural water users.

In separate letters to President-elect Biden and congressional leaders, the coalition said existing Western water infrastructure is in desperate need of rehabilitation and improvement. Most of the federal water projects in the West were built more than 50 years ago and were not designed with the present and future population demands and climate conditions in mind. Without immediate attention, the coalition said, the Western water system will quickly prove inadequate to meet the needs of urban and rural users and the environment.

The coalition encouraged the federal government to invest in a diversified water management portfolio that enhances water supply and quality for urban and environmental uses while keeping water flowing to Western farms. Specific recommendations include funding for:

  • Water conservation.
  • Water recycling, reuse and desalination projects.
  • New water storage facilities, both surface and groundwater.
  • Watershed management, fish passage and recovery, and habitat restoration.
  • Federal financing mechanisms for water projects.
  • Loans for local districts operating and maintaining federally owned irrigation projects.
  • Water quality improvement for rural communities.

Beyond financial support, the coalition also called on the federal government to ensure the timely construction of water projects by streamlining the regulation and permitting processes. 

“While many think of infrastructure in terms of highways, bridges and other transportation facilities, there is an equally compelling need for federal investment in water infrastructure across the West. Meaningful and timely federal investment in water infrastructure, along with a regulatory system that prioritizes efficiency and completion of projects, is necessary to preserve our farms and strengthen our rural communities in the West,” said Western Growers President and CEO Dave Puglia.

“Federal investment in water projects will bring widespread benefits to the environment and throughout the American economy, and will provide jobs, both in rural communities throughout the West and in communities across the country where the equipment and materials for the projects would be produced,” California Farm Bureau President Jamie Johansson said.

“Water is the lifeblood of the West. Without reliable and affordable water supplies, every sector of our economy would suffer – from agriculture, to manufacturing and high-tech, to local community needs. As Congress and President-elect Biden considers an infrastructure stimulus package, it is of paramount importance that maintenance, rehabilitation and development of water infrastructure is a high priority,” said Family Farm Alliance Executive Director Dan Keppen.

“A reliable water supply is a front-line defense in the effort to prevent the spread of COVID-19. It is also a cornerstone of our nation’s economy and the environment. Investing in water infrastructure will jumpstart the economy with jobs and provide sustained economic activity by allowing farms, industry and communities to grow and thrive,” stated National Water Resources Association Executive Vice President Ian Lyle.

“For the well-being of the people of this country and our nation’s economy, we stand together in calling for our leaders in Washington, D.C. to join us as partners in making the essential investments in our aging water infrastructure across America that are so long overdue,” Association of California Water Agencies Executive Director Dave Eggerton said.

Western Growers Inaugurates Next Generation of Agricultural Leaders

IRVINE, Calif. (January 14, 2021) – To identify and prepare the next generation of Western Growers (WG) members for positions of leadership within the Western fresh produce industry, WG has inaugurated the sixth class of the Future Volunteer Leaders Program (FVLP). This year, for the first time in program history, the FVLP welcomes a future leader from Colorado, which became the third membership state in the WG family in 2015.  

The following nine individuals have been selected to represent the next generation of industry leaders:

Over the course of the next two years, the Future Volunteer Leaders will shadow current members of the WG Board of Directors during board meetings, learning about federal, state and local issues affecting the Western fresh produce industry. Additionally, during the second year of the program, Class 6 will travel to Florida to tour a host of agricultural operations as part of an exchange program with the Florida Fruit and Vegetable Association’s Emerging Leader Development Program. Future Volunteer Leaders will also participate in agtech initiatives through the Western Growers Center for Innovation & Technology, as well as engage in media relations and social media efforts.

Since the program’s inception in 2011, seven FVLP alumni have graduated into a seat on the WG Board of Directors, including six who are on the current 2021-2022 board:

Pinnacle Claims Management Launches Rapid COVID-19 Testing Solutions

IRVINE, Calif. (January 25, 2021) – Pinnacle Claims Management, part of the Western Growers Family of Companies, today announced the launch of rapid COVID-19 testing at employer locations in Arizona and California as well as our Cedar Clinic Health and Wellness Centers in Oxnard, Santa Maria, Salinas and Watsonville.

Pinnacle has obtained approval by the Clinical Laboratory Improvement Act to provide COVID-19 testing. Our diagnostic rapid testing devices will allow our trained medical personnel to deliver highly accurate and automated COVID-19 results using direct nasal/nasopharyngeal swabs. These tests will provide employees with results in about 15 to 30 minutes and will also test for influenza.

Employers can schedule rapid COVID-19 testing either onsite or at one of our four Cedar Health and Wellness Centers locations.

Rapid testing services enable employers to act quickly to prevent the spread of infection in their workplace and limit unproductive time from staff who would otherwise be required to isolate at home while they wait for results, which can be days for third party testing facilities that have to ship samples to offsite labs.

WGAT Update: COVID-19 Vaccinations

January 19th, 2021

While the country is still in the early phases of distributing the COVID-19 vaccine, we want to keep you informed of what we are doing as an organization to prepare. As you are aware, the COVID-19 vaccine will have limited availability at first due to limited supplies. The Centers for Disease Prevention and Control (CDC) is currently working with state and county health department officials to determine which groups will receive the first vaccinations and where they can get it. Please note: If someone has previously been diagnosed positive for COVID-19, they should still get vaccinated as soon as it’s available to remain protected from the virus.

The U.S. Food and Drug Administration (FDA) issued emergency use authorization for two COVID-19 vaccines. The COVID-19 vaccines authorized by the FDA have been shown to be safe and effective in clinical trials.

Three Vaccine Phases
At first, vaccine supply will be limited and provided only to healthcare workers and long-term care residents. The next individuals to be vaccinated include those who:

  • Have higher risk for severe disease or death (due to age or other factors)
  • Are unable to work at home
  • Live or work in geographic areas that have been highly impacted
  • Are most likely to spread disease to other workers or to the public

Vaccines Will Be Available at No Cost
The Federal government is absorbing the cost of vaccinations for 2021 and 2022. In some instances you will need to provide your insurance or health plan information, by request, for an administration fee that may be billed to your plan. Eventually, COVID-19 vaccines will be treated the same as other preventative vaccinations, such as the flu shot, that are available at no cost to insured individuals, health plan participants, and Medicare and Medicaid beneficiaries.

Getting Vaccinated
California counties are working with the State to allocate and administer the COVID-19 vaccines using the vaccine priority listed above. To get local information about your county’s COVID-19 vaccination plan visit:

In California, there is no statewide registry to sign-up for the COVID-19 vaccine. Please refer to your county’s health department website for up-to-date COVID-19 information and vaccine availability. Many counties are scheduling vaccination appointments for those in the early stages.

Cal/OSHA Emergency Temporary Standard: Model Covid-19 Prevention Program and Model Notices

January 19th, 2021

On November 30, 2020, the California Department of Industrial Relations’ (DIR) Office of Administrative Law approved a new Cal/OSHA Emergency Temporary Standard (ETS) regarding COVID-19. The ETS became effective immediately and applies, with limited exception, to all California employers. Those exempt from ETS compliance are: 1) single-employee employers who do not have contact with others; (2) employees who are working from home; and (3) employees who are already covered under Cal/OSHA Aerosol Transmissible Diseases standards.

The new ETS requires all covered employers to create and implement – if they have not done so already – a written COVID-19 Prevention Program (CPP), including an ETS complaint means of notifying employees of possible COVID-19 worksite exposure. To assist our members in complying with the new ETS, Western Growers has updated its COVID-19 Resources page to include the following ETS resources:

NOTE:  Western Growers, the California Business Roundtable, the California Association of Winegrape Growers, the California Farm Bureau Federation, Ventura County Agricultural Association, and the Grower-Shipper Association of Central California have joined together to file a lawsuit against Cal/OSHA challenging the scope and emergency adoption of the ETS along with allegations that the ETS violate California law and are unconstitutional. Western Growers Association, et al. v. California Occupational Safety and Health Standards Board will certainly be a case to watch into the new year. However, pending further developments, employers should continue to comply with all OSHA and Cal/OSHA COVID-19 obligations.

WG Statement on Biden Immigration Reform Bill

As we did on a bipartisan basis in 2013 and 2019, we will collaborate with our Congressional champions to ensure that the two key needs of American farmers are met in any legislative package that arrives on the President’s desk – an earned pathway to legalization for our existing, experienced workers and a streamlined temporary nonimmigrant program that provides a reliable future flow of guest workers.”
